Even if you have their assurances that they have put their best people on the role, recruitment agencies will usually grade requirements and will put their best people onto and most time into the roles that score the highest. For example, a gold standard company with a well paid, interesting role that comes with an excellent package and promotional prospects, that is given exclusively to the agency on a retained basis, with a good fee, would score highest. Conversely, a company that was struggling financially that is offering a role with little security and promotional prospects, that was given to multiple agencies on a contingency basis and a low fee would score the lowest. Even a great company with an excellent role with a good fee that gives the requirement to multiple agencies on a contingency basis will only score in the mid-range.
